WASHINGTON (AP) ? The disposal of human remains from the 9/11 attack on the Pentagon, including the incineration and dumping of some portions in a landfill, was based on high-level Pentagon instructions, the Air Force's top general said Wednesday.

Gen. Norton Schwartz, the Air Force chief of staff, told reporters that the actions taken by the mortuary at Dover Air Force Base in Delaware were based on written guidance issued in March 2002 by David Chu, who was the Pentagon personnel chief under Defense Secretary Donald Rumsfeld.

Defense Secretary Leon Panetta directed that the families be briefed on past practices of remains disposal.

Pentagon Press Secretary George Little said Wednesday the briefings would be offered "within the next few weeks."

"We intend to make the facts about that past policy known to the loved ones of those who died," Little said, noting that in 2008 the practice of disposing of remains in landfills was ended.

Chu did not specifically mention dumping incinerated residue of 9/11 remains in a landfill, but his words might have been interpreted to allow that final step.

The Pentagon released a copy of the Chu memo, which was addressed to Thomas White, the Army's top civilian official at the time. The Army oversaw the Air Force's mortuary activities at Dover and elsewhere.

Schwartz said he only became aware on Tuesday that some portions of remains were dumped in a landfill.

"To the best of our knowledge at this moment in time, we followed those disposition instructions" from Chu, Schwartz said. He added that "there is a requirement for us to validate that that is the case."

The Chu guidance did not mention disposing of any remains in a landfill. It said unidentifiable remains that were mixed with fragments of "non-biological material" from the attack site were to be "treated in the same manner as any biological tissue removed for surgical or diagnostic purposes (i.e. disposition by incineration)."

That appears to leave open the question of whether disposal in a landfill was permitted.

Chu, who is now president of the Institute for Defense Analyses, a federally funded think tank, did not return a call seeking comment.

The disposal issue came to light Tuesday when the head of an independent panel, retired Gen. John Abizaid, released a report that assessed management problems at the Dover mortuary. His work was triggered by revelations last fall about the mishandling of remains of American war dead at Dover in 2010.

The Abizaid report mentioned in passing that the practice of dumping of some portions of remains in a landfill began shortly after the Sept. 11, 2001 terrorist attacks. The report said several portions of unidentifiable remains from the Pentagon attack and the site of the hijacked plane that crashed near Shanksville, Pa., were cremated, incinerated and dumped in a landfill.

Asked about the Abizaid report on Tuesday shortly after its public release, Schwartz and Air Force Secretary Michael Donley said it was the first time they had heard of 9/11 remains being disposed of in a landfill.

At a previously scheduled breakfast interview with reporters Wednesday, Schwartz said the Air Force overnight had unearthed the Chu memo. He also said the Air Force determined that no remains from the Shanksville site were handled by the Dover mortuary, "as best we can tell." He added that the Air Force would endeavor to "nail down" with certainty that Dover dealt only with remains from the Pentagon attack.

Schwartz said it was still unclear how many remains portions from the Pentagon were incinerated and dumped in a landfill.

Chu's instructions in March 2002 spelled out how to handle three categories of remains from the Pentagon.

It said those remains that could not be positively associated with an individual, and that were known not to be remains of the hijackers, should be cremated and presented to the superintendent of Arlington National Cemetery for burial. This category also included portions of remains that were positively identified as being from a person whose remains had already been released to that person's family, so long as that family did not want to take possession of the additional portions.

Also, Chu directed that remains positively identified as those of the hijackers be transferred to FBI custody.

The final category described by Chu was those mentioned in the Abizaid report as having been incinerated and placed in a landfill. These remains that could not be identified and were mixed with fragments of "non-biological material."

The dates on which remains in the final category were incinerated and sent to a landfill are unknown thus far.

The Abizaid report included a brief reference to two other memos. One, dated July 25, 2002, appeared to be follow-up correspondence from the acting director of the Army's office of casualty and mortuary affairs about disposing of unidentifiable remains. The other, from an Air Force outfit, was dated Aug. 7, 2002 appears to be a similar follow-up note.

In June 2008 the Air Force halted the practice of disposing of incinerated unidentified human remains in a landfill. Since then it has put the remnants in an urn and disposed of it at sea from aboard Navy or Coast Guard ships.

I have got a confession to make. I have never filled out the ?You are special? card in the gym packet. I have never assembled a kit in case of an earthquake and I have never followed the behavioral contracts I have made. This means that I am ?unwell? according to the Phys-Ed Department. But what is this ?wellness? that these packets purport to enhance and are the methods in the packet effective?

The Phys-Ed Department has decided to assign wellness a whopping seven dimensions: Spiritual, Physical, Emotional, Career, Intellectual, Environmental, and Social. The packet has corresponding sections designed to address these dimensions, a workout regimen for physical, a ?research? section for intellectual, and a mandatory trip to the career center and so on. The packet also asks that you sign ?Behavioral Change Contracts? for five of the dimensions which ask you to set a realistic self-improvement goal and a reward for achieving the goal. But what constitutes a healthy change and what constitutes a realistic goal especially in the abstract dimensions of wellness? I know that increased physical activity is a good goal for physical behavior, but what is ?improved spirituality?? How are you supposed to grade that? How do you know what a good goal is? These questions are not adequately answered by the materials provided in the packet nor are they addressed in the gym classes I have taken. The packet was always an afterthought, thrown in at the last second and barely addressed during class. With this kind of treatment, the packet is inevitably under addressed and poorly implemented. If ?wellness? is the goal, this is certainly not achieving it.

The packet does not just fail because it is usually an afterthought; the content of the packet is of dubious quality and looks randomly pasted together. The Spiritual section is particularly egregious. ?How has your education at the College of Saint Rose prepared you to embody courage in the future?? (Their emphasis, not mine). What kind of question is that? How is one supposed to know if a college education makes one courageous? What if your answer is that college has not impacted your level of courageousness? How is this question supposed to be graded? The question is confusing in context and is often left unaddressed in classes. I would like to have a discussion about this in a ?wellness? course, but I am not taking a ?wellness? course, I am taking swimming and we are doing 30 laps today. Without room in a course for discussion, the entire section makes no sense and adds nothing of value to a class.

The Spirituality section continues with another question like this (again their formatting not mine): ?List one way the Physical Education course prepared you to nurture respect for and the commitment to life-long learning in the future?? Grammatical errors aside this section makes no sense at all. Since when is it the job of my swimming teacher to ?instill a respect for life-long learning?; is that not something better left to other departments, like say Humanities, Arts and Sciences? I will surely gain a great respect for life-long learning between badly choreographed ?self-defense? sequences in which muggers are thwarted by flailing.

Finally, we come to the worst part of the section. First, it bizarrely quotes the ?National Interfaith Coalition on Aging? and lists some criteria for meaningful ?Spiritual Wellness?. Then, it goes on to ask (but not in bold this time) ?What higher power or God determines your values, ethics and morals??? This question is horrible and presumptive. It assumes that people are incapable of forming their own values and must have them imparted by some outside supernatural power. It assumes that everybody believes in a supernatural power or a god. I am an atheist, a humanist, and a Bright; how am I supposed to answer this? What if I was a pagan that believed that the gods were beings which are to be bargained with and appeased but not necessarily moral? What if I were a Buddhist or a Jainist? What if I just do not care? Are these theological and philosophical positions wrong? Will I get points taken off because I do not believe the way the presented by the packet or because I do not believe at all? Is this an appropriate question for a gym class to ask?

These questions get to the heart of the problem with the packet; the ?wellness unit? crosses the line by blurring the personal ideology of whoever wrote the packet and the subject at hand. It does this without consideration for what an appropriate level of work is for a single credit course and for what the domain of a Physical Education Class should be. A phys-ed class should not try to be a ladder to enlightenment, should not evaluate your beliefs, and should not be where you stretch intellectually, emotionally or spiritually. A phys-ed class should not require you to attend a ?wellness fair? featuring pro-life activists and religious groups alongside booths hawking gym memberships and hiking clubs (which is something that happened at a wellness fair I attended two years ago). A political action group trying to ban abortions and advocates abstinence-only education is not an appropriate selection for a wellness fair. A religious organization is not an appropriate choice either unless you are willing to include more diverse opinions. When you do not do that you send a message that proclaims that there is only one way to be well and that way involves anti-abortion activists, church and exercise.

Now do not get the wrong idea; I would gladly do the non-physical education parts of the gym packet if they were presented in relevant courses or offered as a separate multiple credit ?wellness course?. In fact they already are. The College of Saint Rose is a liberal arts institution and features a wide array of classes that do the things the wellness packet fails to do. We have a religious studies department and philosophy department to cover matters spiritual and ethical. We have an English department that includes the Frequency North visiting author series. We have a science department that is not only intellectually challenging, but it also invites researchers to come and give talks. Every department is doing something related to the wellness packet. Following the liberal education guidelines pretty much covers everything in the packet without going over ideological lines or ham-fistedly shoving material where it does not fit in. The problem with the ?wellness? packet is not just that it is weird, poorly implemented and ideological; it is also redundant and unneeded.

Frontal attack or stealth? How subverting the immune system shapes the arms race between bacteria and hosts

ScienceDaily (Feb. 27, 2012) ? Why is it that Mycobacterium tuberculosis can cause tuberculosis with as little as 10 cells, whereas Vibrio cholerae requires the host to ingest up to tens of millions of cells to cause cholera? This is the question that two research teams, from the Pasteur Institute, in France, and the Instituto Gulbenkian de Ciencia and the University of Lisbon, in Portugal, answer in the latest issue of the journal PLoS Pathogens.

The researchers show that bacteria that are able to invade and/or destroy cells of the host's immune system have higher infectivity, whereas those that are more motile, multiply faster and communicate with each other are less infectious, that is, it takes more bacterial cells to trigger an infection. These findings help understand the patterns that shape infectivity of bacteria, and contribute to more accurate predictions of how emerging pathogens may evolve, with implications for public health. Despite the multitude of mechanisms that pathogens use to exploit its human host, the research teams of Eduardo Rocha, in France, and Francisco Dion?sio, in Portugal, set out to find common themes in the mechanisms used by distantly related bacteria.

The researchers trawled through scientific literature on 48 bacterial pathogens. They related several bacterial features (motility, interactions with the immune system, growth rate) with their value of ID50 -- the minimum number of bacterial cells that is required to trigger an infection in 50% of infected hosts. The teams found that bacteria that are able to destroy or subvert phagocytes -- the cells of the immune system that engulf bacteria -- have ID50 of around 250 cells. The remaining bacteria, meanwhile, have ID50 values of around 30 million -- they are much less infectious.

These bacteria rely on high turnover (or growth), are very motile, and are capable of communicating with other bacteria, through the mechanism of quorum-sensing. Says Joao Gama, first author of the paper, "In the "arms race" between disease-causing bacteria and the hosts they infect, some bacteria act through frontal attack, whereas others operate through stealth, manipulating the host's immune system. Many others are somewhere in between. Our findings suggest that the low ID50 (more infectious) bacteria be classed as working by stealth; the high ID50 bacteria are those that resort to frontal attacks."

Hands-on with the LG L-Series Android smartphones - L3, L5 and L7

When it comes to style, you've either got it or you don't. And wth its new L-Style series of Android smartphones, Korean manufacturer LG has a trio of phones looking to turn heads.

It's two thirds of the way there.

The LG Optimus L3, L5 and L7 bring three levels of smartphones in terms of hardware and software prowess. Sounds good on paper -- a smartphone for every walk of life, right? Here's how LG puts it:

L-Style’s design philosophy is comprised of five aesthetic elements: Modern Square Style for a comfortable grip, Floating Mass Technology for a slimmer look, Seamless Layout for a more intuitive arrangement of keys, Harmonized Design Contrast utilizing metallic accents and Sensuous Slim Shape that naturally draws one’s attention.

And that's pretty much true with the L-Style, save for the baby of the bunch. The L5 and L7 are obviously cut from the same cloth, with 4- and 4.3-inch dislays, respectivey. Both are have Android 4.0 Ice Cream Sandwich with high-resolution displays, and both would be at home in our pockets out of the box. The LG L3, however, is an undersized, low-resolution (QVGA) Android 2.3 device that looks oddly out of place next to such high end fare.

All three phones feature a custom user interface that certaily is more stylish than what we've come to know from LG. Some of that is Ice Cream Sandwich, of course -- the launcher has applications and widgets separated -- and some of that is LG's doing as well. Menus are nicely skinned, and options are easily accessible.

On Oscar weekend, 'Act of Valor' storms box office

NEW YORK (AP) ? On Oscar weekend, the real-life action stars of "Act of Valor" bested Hollywood's pretend heroes.

The Relativity Media action flick, starring real, active-duty U.S. Navy SEALs, topped the weekend box office, earning $24.7 million according to studio estimates Sunday. That was a strong opening for a unique film made in collaboration with the Navy, which sought to demonstrate the skill and bravery of the SEALs without Hollywood imitation.

"How often can you repeat the same heroes that are big stars pretending to be heroes?" said Kyle Davies, president of worldwide distribution for Relativity. "I think moviegoers are ready for a new, fresh experience."

"Act of Valor" led another strong weekend at the box office, as it was up 24.4 percent over the corresponding weekend last year. Attendance this year is up 20.4 percent, a surge that hasn't been driven by Academy Awards contenders but by new films in a traditionally tepid movie-going season.

"The newcomers this year have just been igniting the box office," said Paul Dergarabedian, box office analyst for Hollywood.com. "It's a very competitive marketplace for both the Oscar contenders and the newcomers."

Lionsgate's "Tyler Perry's Good Deeds," a more dramatic offering for the consistently popular Perry, opened with a healthy $16 million. Its audience was resoundingly female (76 percent) and may have been slightly diminished by the appeal of Denzel Washington in the thriller "Safe House." That earned $11.4 million, bringing its cumulative total to $98.1 million.

The weekend's other new releases ? the thriller "Gone" and the comedy "Wanderlust" ? had weaker debuts. The latter, a comedy with Paul Rudd and Jennifer Aniston, earned $6.6 million. "Gone," starring Amanda Seyfried, took in $5 million.

In their third week of release, Sony's romantic drama "The Vow" and Warner Bros.' family film "Journey 2: The Mysterious Island" padded their totals. "Journey" added $13.5 million for a total of $76.7 million, while" The Vow" added $10 million more for a cumulative $103 million.

The success of "Act of Valor" validated an unusual strategy for Relativity, a production company that began distributing movies in 2010.

Relativity purchased the film, independently produced by the Bandito Brothers, for $13 million. It stoked interest through more than 400 advance screenings and a robust TV ad campaign that included Super Bowl commercials. Its marketing budget was reportedly approximately $30 million.

Though the film garnered poor reviews, audiences gave it an "A," according to CinemaScore. It has resonated with males, who made up 71 percent of the audience.

Internationally, the film, which plays much as patriotic propaganda, may face a stiffer challenge. It will open in foreign markets in future weeks, distributed by Film Nation.

Davies said the film was a "question mark" going into the weekend because of a lack of comparative films, but added that he's "optimistic" about its global prospects.

"In the same way we just didn't know what was going to happen domestically, it's still a bit of a mystery," said Davies. "You would think because it's very much an American story, there won't be the same level of interest. But I think at the end of the day, if a movie delivers on an entertainment quotient, then that's the most important factor."

Ahead of Sunday night's Academy Awards, no Oscar-contender finished in the top 10. Most of the favorites have been playing for weeks, if not months.

The Weinstein Co.'s "The Artist," the silent film ode and best picture favorite, is the only top award nominee still expanding its market. The film, which had a very slow rollout, added 158 theaters this weekend.

In its 14th week, it earned $3 million to bring its total to $31.9 million.

"Not a lot of people have seen it, so there's a lot of room left for 'The Artist' to add box office," said Dergarabedian. "'The Artist' has a lot to gain from (Sunday's) telecast."

Fox Searchlight's Oscar-nominated "The Descendants," in its 15th week, took in $2.2 million, raising its total to $78.5 million. Paramount's "Hugo" added $1.6 million to bring its haul to $69.4 million.

Disney's "The Help" remained, by far, the most popular best picture nominee at the box office, with a total of $169.7 million.

But on its biggest night, Hollywood can celebrate its strong theatrical business after a sluggish end to 2011 spurred much hand-wringing about the future of movie-going.

"It's fantastic," said David Spitz, head of worldwide distribution of Lionsgate. "It seems like it's cyclical, where everyone starts saying, 'Well, admissions are down.' Then all of sudden, (they're up). ... It certainly bodes well for this year."

NEWARK, N.J., Feb. 24 (UPI) -- Newark, N.J., Mayor Cory Booker says he has denied a permit for a "Jersey Shore" spinoff to tape in his city.

The reality TV program is to star hard-partying "Jersey Shore" regulars Snooki and J-Woww. The show's producers previously attempted to secure a permit for the spinoff in Hoboken, but city officials refused that request as well.

"While we appreciate your desire to film and capture the essence of our great city, we are confident that the filming of this show will most certainly attract a high level of local and national attention and notoriety," the New York Daily News said Booker wrote in a letter to 495 Productions, which produces the shows for MTV.

The mayor said the production could strain Newark's emergency services because they would probably need to respond to incidents involving the reality TV stars.

The Daily News said Booker has already called Snooki on her bad behavior once, responding to a 2010 Twitter message she posted in which she groused about being stuck in Newark traffic.

"Snooki!" Booker tweeted in response. "I'm the mayor where RU so I can give u a ticket 4 texting & driving we needs revenue!"

While some scenes for the as-yet-unnamed show have been taped in Jersey City, it is unclear where else in the Garden State the series might be shot.

In a debate Wednesday night in Arizona, Santorum tried to explain some of his decisions as a U.S. senator that rankle conservatives. He said politics is a "team sport" and that "sometimes, you take one for the team."

Romney followed up on Thursday, saying Santorum had compromised his conservative principles by taking hits for the team and supporting spending on home-state projects, the No Child Left Behind education law, right-to-work legislation and other issues.

Romney commented during a speech to a meeting of builders and contractors in Phoenix. He is in close race with Santorum in Michigan, which, along with Arizona, votes next Tuesday.

ATTENTION: Elected Officials Join Finance Dept. and NYC Tax ...

Council Member Letitia James and Council Member Brad Lander, Brooklyn Borough President Marty Markowitz, Council Members Vincent Gentile, Sara M. Gonz?lez, and Jumaane D. Williams- along with The NYC Department of Finance (Finance Department) and the NYC Tax Commission- are hosting a Joint Outreach Session on Property Taxes. The Finance Department recently announced the publication of the tentative property assessment roll for FY2013. The annual sets taxable property values for all City properties.

Many homeowners have seen a change in how their property has been valued, and are encouraged to attend the outreach session to learn more.

Energy Efficiency Financing Options for Commercial Real Estate ...

A recent report outlines an import development in the financing of energy efficiency in commercial real estate. ?It shows the market is changing, albeit slowly. ?The change is occurring, in part, as the result of standardized tools for measurement and verification of energy efficiency benefits and the emergence of insurance products to help defray the risk that energy savings are actually going to be present in a project. ?The report (which I think is a little overly rosy) recommends that in any energy efficiency retrofit of a commercial building the owner:

1. Conduct an ASHRAE Level II or III energy audit incorporating ASTM BEPA methodology to identify baseline and pro forma energy use and energy saving opportunities.
2. Identify applicable government/utility grants, rebates and incentives.
3. Select energy conservation measures (ECMs) meeting criteria (ROI, payback time, etc.).
4. Determine total project cost and payback time.
5. Identify projected energy savings using ASTM BEPA methodology and IPMVP framework.

However, I do not know much which type of the health insurance Health group,Community Health Plan or KPS health planis good for me in Washington State in the US. If you have epilepsy, then no health insurance company is going to want you as a customer.

You have three options:
1) Live in one of the approximately four states where health insurance companies must take everyone who is willing to pay
2) Get a job that comes with health insurance
3) Get whatever your state offers to anyone who cannot get insurance any other way because of existing medical conditions

Do not waste time looking at different policies that all have the option to reject you, because they all will.

Your options are going to be very limited.

And since you need a hand, you?re better off using an agent, who can guide you through the process.Keep in mind, you?re going to have a damn hard time finding PRIVATE Insurance that covers ANY of your preexisting conditions.

You need to go through your state?s high risk pool.

Samsung Galaxy S II announced for US Cellular: 'coming soon' for $230

We already had a strong hunch that it was coming to US Cellular, thanks to the FCC, but now it's official: Samsung's iconic Galaxy S II is finally making its way to the regional carrier in the coming weeks for $230 on a two-year contract and after a $100 mail-in rebate. This version of the GSII offers the same 1.2GHz dual-core Exynos CPU found in the original version, as well as a 4.5-inch Super AMOLED Plus display. Android 2.3 (Gingerbread), an eight megapixel rear camera and 16GB internal storage are also confirmed, though we think it's highly likely this unit will feature the same specs as the rest of the series. Sadly, the device lacks support on USCC's brand new LTE network, so brace yourself for 3G speeds if you plan to pick one of these up.
